Addressing the long-standing industry pain point of lacking a unified basis for evaluating ground-based lidar wind measurement performance, Zhu Hailong comprehensively introduced the development framework and implementation roadmap of the national standard from five dimensions: project background, standard framework, core content, expected value, and implementation safeguards. The standard establishes a complete framework comprising six modules: general provisions, terminology definitions, basic requirements, evaluation methods, technical indicators, and judgment criteria. It clearly defines four core evaluation indicators—wind measurement accuracy, data availability, effective detection range, and performance stability—and refines quantitative parameters and grading criteria for wind speed, wind direction, wind shear coefficient, turbulence intensity, and others.
